Since the release of the results from the 1995 Third International Mathematics and Science Study (TIMSS), there has been an increased interest in Japanese mathematics education practices.

The Japanese textbooks must follow the Course of Study established by the Ministry of Education, Culture and Sports. As a supplement to the Course of Study, the Ministry also publishes separate Teaching Guides for each subject area at each level (elementary, lower-secondary and upper-secondary). The Teaching Guides provide more in-depth discussion of specific topics included in the Course of Study as well as elaboration of pedagogical considerations. Moreover, the Teaching Guides serve as primary documents that inform textbook writers.

The 1989 Japanese National Course of Study is considered by many to be the best mathematics course of study in the history of Japanese education. Although it was translated by the Japan Society of Mathematical Education and included in the TIMSS Resource Kit, the accompanying Teaching Guides have never been translated - until now!
